Recommended Action

 

Approve the utilization of the Florida Sheriff's Association & Florida Association of Counties Cooperative Bid No. FSA16-VEH14.0, Spec #14 to purchase two (2) replacement Dump Trucks for the Department of Public Works, Operations and Maintenance Division, from Rush Truck Centers of Florida, Inc. in the amount of $246,668.00.

 

Background Information

 

The Department of Public Works, Operations and Maintenance Division, has two 2006 dump trucks (CIDs 70803 and 70804) that are identified for replacement. This determination is based on Fleet Management’s replacement policy and recommendation due to the fact the vehicles are past their useful life criterion, current mileage, life-to-date maintenance and repair costs, overall condition, and expected reliability. During the fiscal year 2017 budget process, two other dump trucks were planned for replacement, CIDs 71389 and 71390. However, during the past several months, CIDs 70803 and 70804 have deteriorated to the point that has warranted replacing those two trucks this year.  Replacement of CIDs 71389 and 71390 will be deferred and these two trucks will be used sparingly.

 

The new dump trucks will be used within the Operations and Maintenance Division for hauling dirt, rock and other debris.

 

Rush Truck Centers of Florida, Inc. is an approved vendor under the Florida Sheriff’s Association & Florida Association of Counties Cooperative Bid number FSA16-VEH14.0, Spec #14. This contract is made available to local governments and municipal Police and Fire departments within the state for capital vehicle acquisition. Using this cooperative bid process, local government agencies are able to obtain competitive pricing. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance or brand name.

 

This item was presented at the March 7, 2017, Commission meeting and per Commission’s direction, staff is bringing it back with additional information for consideration.  Truck 70804 has been having engine problems.  Seals in the engine block are failing, causing exhaust gas to blow by the pistons and escape into the crankcase, otherwise known as blow-by.  This results in: low compression leading to low power; overheating; incomplete combustion (dirty exhaust being emitted); and some exhaust being vented into the engine space. The compression is still high enough to drive, but it is a matter of time before the engine will have a total failure.  At that point the truck would require an engine rebuild (est. $21,000) or the engine would need to be replaced (est. $33,700).  

 

Both trucks have failing dump bodies.  There is rust (all the way through in many places), bent cross-members, and dented lift cylinder housings.  The entire floor metal is fatigued and not of sufficient strength to repair. One new, complete dump body is $19,875.

 

Given the age, poor overall condition and the cost of repairs of the dump trucks, replacement is recommended.

 

While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures and processes have been reviewed by Procurement.
