TITLE: Utilize the Florida Sheriff's Association & Florida Association of Counties Cooperative Bid FSA16-VEH14.0 to purchase one (1) replacement Walking Excavator for the Department of Public Works Operations and Maintenance Division from Menzi USA Sales, Inc. in the amount of $403,046.90.
Recommended Action
Approve the Utilization of the Florida Sheriff's Association & Florida Association of Counties Cooperative Bid FSA16-VEH14.0 to purchase one (1) replacement Walking Excavator for the Department of Public Works Operations and Maintenance Division from Menzi USA Sales, Inc. in the amount of $403,046.90.
Background Information
The Department of Public Works Operations and Maintenance Division has one 2007 Walking Excavator (CID 71272) that is scheduled for replacement. This machine has been out of service due to numerous issues including: inoperable boom mower; rusted high pressure hydraulic lines and dry rotted brittle hoses; failing hydraulic pump; deficient cooling fan; leaking fuel filter mount; and worn bushings, pins and boom pivots. Considering the machine age and operating hours, poor overall condition, and cost of repairs, replacing this excavator is recommended.
This machine will be used within the Operations and Maintenance Division for excavating dirt, rock, and debris in ditches, canals, and water control structures, and will be used for other projects where multi-point flexibility abilities are crucial.
There are two main types of walking excavators available in the United States, Kaiser and Menzi, and Operations staff examined both machines. Based on performance, available features, ease of use, and demonstrated ability to get parts in a timely manner, the Menzi machine is the best fit for the operational needs.
Menzi USA Sales, Inc. is an approved vendor under the Florida Sheriff’s Association & Florida Association of Counties Cooperative Bid number FSA16-VEH14.0, Spec #38. This contract is made available to local governments and municipal Police and Fire departments within the State for vehicle and equipment acquisition. Using this cooperative bid, local government agencies are able to obtain competitive pricing. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance or brand name.
While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures and processes have been reviewed by Procurement.

Financial Impact
$290,000 is budgeted in account # 325-5000-541.64-00, project #R17VER for this purchase and a budget amendment is requested for the remaining $113,046.90. This purchase is contingent on the passing of the pending budget amendment which is presented for approval at second reading on June 27, 2017.
