Recommended Action

Approve sole brand and source standardization of Data Flow Systems, Inc. for Supervisory Control and Data Acquisition Telemetry equipment, components, software, labor, parts, and materials for repair and maintenance for City lift station SCADA systems in an estimated budgeted amount of $105,000.

Background Information

The Supervisory Control and Data Acquisition (SCADA) allows for remote monitoring and control of lift stations throughout the City. The SCADA system immediately alarms Utilities of high water levels and loss of power so that we may respond quickly to avoid any spills or regulatory compliance issues.

Utilities has standardized Lift Station SCADA system to Data Flow Systems telemetry system, which is proprietary so any equipment, components, parts and services required for repair and maintenance may only be obtained from Data Flow Systems directly. This equipment is not interchangeable with other brands, and its use may void present and future warranties on equipment and service, possibly resulting in equipment failure and a public health hazard. In order to utilize alternate brands, it would be necessary to replace the existing infrastructure, including equipment, software design and development. There are no other vendors from which to obtain equipment, components, parts and services required for the repair and maintenance of the City's lift stations. It is recommended these items be standardized to expedite future purchases and prevent environmental and safety risks to the citizens of North Port.
