TITLE: Discussion on Utilities Neighborhood Expansion


Recommended Action

Approve moving forward with a plan to extend water and wastewater throughout the City in a methodical, efficient manner beginning with the first project as previously recommended by staff, including consultant confirmation of extension fees. Allow a hybrid connection program for existing homeowners but approve a time-certain incentive program to encourage connection. Continue commitment of Surtax dollars to fund the design and construction of residential extensions and continue to allow monthly payments for customers including a maximum number of years.

Background Information

At the January 14, 2019 Special Commission Meeting, staff provided a presentation on extending water and wastewater to a small area of the City. Commission directed staff to return to Commission with additional information on several topics including: woodchips, septic tank inspection programs, defining fees and costs from the previous presentation, grant funding, financing options, hybrid connection options, new construction connections and expansion to commercial areas.

Attached is the presentation staff developed in response to the various questions posed by Commission.

Staff reviewed the presentation with the Public Utilities Advisory Board on April 9, 2019 and received unanimous support for staff's recommendations.

Strategic Plan

This project supports the City's Strategic Plan Infrastructure Objective of expanding the wastewater collection and water distribution systems and the Health & Public Safety Objective of enhancing services and expanding availability of resources provided to residents.

Financial Impact

This discussion item would have no financial impact. If staff is directed to move forward with a program, those contracts would be brought to Commission for approval.
