Recommended Action

 

Approve Work Assignment No. 2017-04 under Continuing Services Agreement No. 2016-23 for TKW Consulting Engineers, Inc. for professional engineering services to review the design engineering of the Southwest Wastewater Treatment Facility in the amount of $99,980.00 plus a contingency amount of $10,000 for a total of $109,980.00.

 

Background Information

 

Pursuant to the 2007 Amended and Restated Utility Agreement between the West Villages Improvement District (WVID) and the City of North Port, the WVID is to design and construct a fully operational wastewater treatment facility for dedication to the City of North Port by the WVID.  In preparation to meet this covenant, WVID completed the design of the wastewater treatment facility in 2007, however progress on the project was stalled during the economic downturn.  Now that development in the WVID has resumed, the new major landholder of the WVID property has hired a firm to design and permit the wastewater treatment facility.

 

In the time since the original design and permitting of the Southwest Wastewater Treatment Facility (SWWWTF), it is anticipated that changes in regulatory compliance requirements, technology, and industry standards, as well as City infrastructure, planning and development, have impacted the needs and capacity to serve the WVID, prompting review and revisions to the original design engineering as permitted.  To ensure that the best interests of the City of North Port and its rate payers are served in the final design engineering and construction of the new SWWWTF, Utilities is in need of a professional firm to represent the City’s interests in the review of the developer’s new design engineering as the project progresses.  It is anticipated that the design phase of this project will be completed in 2017 with construction to begin in 2018.

 

Utilities issued a Request for Letters of Interest for this scope to its engineers of record under Agreement No. 2016-23 and received two responses, one of which was deemed non-responsive for failure to provide required documentation.  TKW Consulting Engineers, Inc. was determined to be the best qualified firm for this project and staff proceeded with negotiating the applicable scope and fees.

 

Utilities requests approval of Work Assignment No. 2017-04 under Agreement No. 2016-23 with TKW Consulting Engineers, Inc. for the necessary engineering services to review the SWWWTF design engineering as the project progresses.

Financial Impact

 

The amount of $109,980 is available for these services in account 420-6062-535-3105. Project U17SWV will be created to track the costs of this project for future capitalization if approved.
