TITLE: Use of Force and Defense Tactics Consulting Agreement between the City of North Port and RRB Systems International.


Recommended Action

Approve the Use of Force and Defense Tactics Consulting Agreement between the City of North Port and RRB Systems International.

Background Information

This is an agreement with an independent use of force expert who will review the North Port Police Department's use of force policies and training curriculums, as well as all the completed response to resistance reports. The independent review and oversight, in addition to the layers currently in place, will "Build Trust and Legitimacy" in law enforcement and create a culture of transparency and accountability in accordance with 21st Century Policing Pillar one.

The services rendered by the consultant will validate and ensure the North Port Police Department is following the best practices of law enforcement as it relates to use of force. In addition, the consultant will perform an independent annual review of the Department's use of force as required by the Commission for Florida Law Enforcement Accreditation (CFA) standard 4.09. In the past the Department has performed its own annual audit of the Department's use of force and to promote transparency and accountability, thought it would be best if performed by an independent consultant who specializes in use of force incidents.

RRB Systems International was chosen based on the attached Competitive Exemption Form with the justification provided by the Police Department in attachment 2. The selected vendor has the most impressive resume and background of all the applicants the department received. This vendor has written training curriculum for the Florida Department of Law Enforcement (FDLE) as well as testified as an expert witness in multiple levels of courts.
