TITLE: Utilize City of Tallahassee Florida Contract #1489 with Dana Safety Supply to purchase and install emergency vehicle associated equipment in twenty-two (22) replacement and three (3) additional Police vehicles for the Police Department in the amount of $307,683.98 and vehicle graphics in the amount of $8,025.00 equaling $315,708.98 with an additional $10,000.00 in contingency for a total amount of $325,708.98.
Recommended Action
Approve the Utilization of the City of Tallahassee Florida Contract #1489 with Dana Safety Supply to purchase and install emergency vehicle associated equipment in twenty-two (22) replacement and three (3) additional Police vehicles for the Police Department in the amount of $307,683.98 and vehicle graphics in the amount of $8,025.00 equaling $315,708.98 with an additional $10,000.00 in contingency for a total amount of $325,708.98.
Background Information
On October 25, 2016, the Commission approved the purchase of twenty-two (22) replacement and three (3) additional vehicles for the Police Department. These vehicles need to be up-fitted with the emergency associated equipment prior to being placed into service. The purchase and installation of this specialized equipment is best completed by a vendor that specializes in emergency vehicle up-fitting.
Fleet Management has contacted and visited the facilities of three vendors that are capable of providing the up-fitting services required. Fleet Management assembled a list of emergency vehicle equipment to be installed in each vehicle and provided the list to each vendor with a quote request. Two vendors responded and after review of each submitted quote, one vendor, Dana Safety Supply, was selected. The selection was based on the ability of the vendor to supply and install all of the equipment specified, the cost to purchase the equipment and the labor cost of installation without graphics as shown in attachment number eight (8).
The North Port Police Department and Fleet Management are recommending the use of the City of Tallahassee Contract #1489 with Dana Safety Supply that was competitively bid to purchase and install the emergency vehicle equipment in the Police vehicles. Vehicle graphics will be supplied by Dana Safety Supply as they are the creator, and maintainer of the graphics file. Other items such as computers are already assigned to the officers and vehicles and not part of this purchase.
While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all agreements exceeding $100,000.00 to be presented to Commission for consideration. All appropriate forms, procedures, and processes have been reviewed by Procurement.

Funding for the purchase and installation of equipment in three (3) additional Police vehicles is in account #150-2100-521.64-00, CIP project #PD17VH (Budget is $105,040.00, this purchase is $19,319.13 + $85,157.92 (vehicles previously ordered) totals $104,477.05 with a balance $562.95).
