TITLE: Utilize the Florida Sheriff's Association & Florida Association of Counties Cooperative Bid to purchase two (2) replacement Dump Trucks for the Department of Public Works Operations and Maintenance Division from Rush Truck Center in the amount of $246,668.00.
Recommended Action
Approve the utilization of the Florida Sheriff's Association & Florida Association of Counties Cooperative Bid to purchase two (2) replacement Dump Trucks for the Department of Public Works Operations and Maintenance Division from Rush Truck Centers of Florida, Inc. in the amount of $246,668.00.
Background Information
The Department of Public Works Operations and Maintenance Division has two (2) dump trucks (CIDs 70803 and 70804) that are identified for replacement. This determination is based on Fleet Management’s replacement policy and recommendation due to the fact the vehicles are past their useful life criterion, current mileage, life-to-date maintenance and repair costs, overall condition, and expected reliability. During the FY17 budget process, two other dump trucks were planned for replacement, CIDs 71389 and 71390. However, during the past several months CIDs 70803 and 70804 have deteriorated to the point that has warranted replacing those two trucks this year and deferring CIDs 71389 and 71390 until FY18. These two trucks will be used sparingly until replaced.
These trucks will be used within the Operations and Maintenance Division for hauling dirt, rock and other debris.
Rush Truck Centers of Florida, Inc. is an approved vendor under the Florida Sheriff’s Association & Florida Association of Counties Cooperative Bid number FSA16-VEH14.0, Spec #14. This contract is made available to local governments and municipal Police and Fire departments within the state for capital vehicle acquisition. Using this cooperative bid process, local government agencies are able to obtain the best pricing and expedite the purchase of vehicles and equipment quicker than using other acquisition methods. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance or brand name. A comparison of contracts was completed in order to obtain the best vehicle type, size and price for this purchase.
While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures and processes have been reviewed by Procurement.
