TITLE: Utilize Rightmire’s Land Services, Inc. for the mowing and landscaping services on Sumter Boulevard, Toledo Blade Boulevard, and other areas on an as needed basis for the estimated amount of $174,780 plus an additional $30,000 in contingency until on or before March 31, 2018. Funds are budgeted in account number 107-5000-541.46-09 of the fiscal year 2018 budget.
Recommended Action
Utilize Rightmire’s Land Services, Inc. for the mowing and landscaping services on Sumter Boulevard, Toledo Blade Boulevard, and other areas on an as needed basis for the estimated amount of $174,780 plus an additional $30,000 in contingency ending on or before March 31, 2018. Funds are budgeted in account number 107-5000-541.46-09 of the fiscal year 2018 budget.
Background Information
During the Road and Drainage District Governing Body Special Commission Meeting on July 11, 2017, the Commission directed staff to resolve the need for mowing and landscape services on Sumter Boulevard, Toledo Blade Boulevard, and other areas, on an as-needed basis, as follows:
1. Procure solicitation for finished mowing services along arterial and collector roadways within the City of North Port.
2. Immediately procure a private vendor via a temporary contract to provide mowing and landscaping services,
3. Authorize the use of temporary employees and equipment to perform the service if procurement is unavailable for a temporary vendor.
The Department of Public Works has submitted the new multi-year solicitation to procure City-wide services for landscaping and turf maintenance to the Purchasing Division of the Department of Finance for processing. Advertisement for the solicitation is scheduled in December 2017.
The City retained Rightmire’s Land Services, Inc., the second ranked bidder on Request for Proposal No. 2017-02, to temporarily mow Sumter Boulevard and Toledo Blade Boulevard at the cost of $14,430.00 and $14,700.00, respectively, per month. In fiscal year 2018, Rightmire’s Land Services, Inc. provided temporary mowing services in October, November and December 2018.
During the Road and Drainage District Governing Body Commission Meeting on November 13, 2017, the Commission adopted Resolution 2017-R-38, landscaping maintenance acceptance on Plantation Boulevard. Staff is currently assessing areas that Rightmire’s Land Services, Inc. may be able to service to offset the additional maintenance responsibilities provided by the Operations and Maintenance Division of the Department of Public Works on Plantation Boulevard until the new contract can be awarded in March 2018.
Utilizing Rightmire’s Land Services, Inc. until March 31, 2018, will result in expenditures exceeding $100,000 and requires Commission approval.

Procurement
Agreement No. 2017-02 was terminated in July of 2017. Rightmire’s Land Services, the second ranked vendor from RFP No, 2017-02, agreed to provide the services until a new agreement can be competitively secured.
