TITLE: Application to the Florida Job Growth Grant Fund in an amount of $424,000 for the US41 Linear Parking Project.


Recommended Action

Approve an application to the Florida Job Growth Grant Fund in an amount of $424,400 for the US41 Linear Parking Project and authorize the City Manager to sign the application and accept funding if awarded.

Background Information

The US 41 Linear Parking Project was developed to address a deficiency of parking for established businesses along the southerly access roads of US41, between Almonte Terrace and Landover Terrace, and between North Port Boulevard and Bolander Terrace. The US41 Linear Parking Project has not progressed to the construction phase due to funding constraints. When the project plans were near completion, a meeting with abutting businesses was held, prompting changes to the proposed landscaping. The Engineer of Record's initial estimate of construction cost was revised to account for these minor changes and economic inflation. The revised construction estimated cost then caused a review of the project design to look for possible decreases in construction costs without decreases in the integrity of the project. The associated changes were made. A budget amendment was approved to account for the increase in estimated construction cost and the project construction was competitively bid through RFB No. 2017-03. Two bids were received, with the lowest responsive and qualified bid amount significantly higher than the budgeted amount and the other significantly higher than the low bid amount. Staff believes this grant fund application is a great opportunity to acquire the funding needed to construct this project.
