TITLE: Agreement with Florida Power & Light for the placement of approximately seventy-five (75) LED streetlights at various locations with annual electrical costs of approximately $6,500 and allow the City Manager or designee to execute all future agreements with Florida Power and Light for the placement of requested streetlights which meet the minimum criteria as specified by the Department of Public Works.
Recommended Action
Approve Agreement with Florida Power and Light for the placement of approximately seventy-five (75) LED streetlights at various locations within the City to include annual electrical costs of approximately $6,500 and to authorize the City Manager or his designee to execute all future Agreements with Florida Power and Light for the placement of requested streetlights which meet the minimum criteria as specified by the Department of Public Works.
Background Information
The Department of Public Works accepts streetlight requests from property owners and coordinates with Florida Power and Light to install the streetlight if there is compliance with the following requirements:
• Budgeted funding is available.
• Infrastructure is in place (poles, transformers, wiring, etc.). Florida Power and Light poles must be located on the front of the property, not the rear of the property.
In addition to the above requirements, one of the following criteria must be met for a streetlight to be installed:
• The streetlight shall be located near a cluster of at least five homes. A cluster is defined as houses side by side and/or across the street.
• The streetlight shall be located near an officially designated school bus stop.
• The streetlight shall be located in an area where three traffic accidents (during night hours) have occurred within the last twelve months.
• The streetlight shall be located within a one block area where two incidents of crime (during night hours) have occurred over the last twelve months.
Florida Power and Light design staff is currently inspecting existing infrastructure and will determine the final placement of the streetlights. Florida Power and Light will be installing the LED streetlights. Once the Florida Power and Light design team reviews and finalizes the locations, installation will take approximately twelve (12) weeks.
Traditionally, the lights installed were high pressure sodium lights. The City will save approximately $1,300 annually in electricity costs on 75 streetlights by using LED lighting. Electrical costs of approximately $6,500 annually will be the responsibility of the City’s Road and Drainage District.

The City Attorney has reviewed the Agreement as to legal form.
Staff will continue to accept applications and approve streetlight request based on the criteria specified above. Staff respectfully requests that all future streetlight agreements with Florida Power and Light for this program be executed by the City Manager or his designee to ensure timely coordination for installation.

Procurement
This agreement is exempt from competitive procurement through Sec. 2-403 (a)(3)k-Water, sewer, electrical, cable television, or utility services.
