Recommended Action

Approve proposed US41 Multi-Use Trails Amenities Plan.

Background Information

The Florida Department of Transportation (FDOT) is proceeding with the construction phase of a City of North Port initiated project named the US41 Multi-Use Trails Project to be developed between Tuscola Boulevard and Ortiz Boulevard. The project will include the construction of primarily twelve feet wide asphalt multi-use trails along the north and south sides of US41 meandering between City owned property and the US41 right-of-way and generally following the alignment of existing sidewalks that it will replace. Please note that due to right-of-way constraints, there are a minimal number of locations that the asphalt multi-use trails will be ten feet wide.

At the March 27, 2018 meeting, the Road and Drainage District Governing Body moved to have staff develop a plan for their consideration to add amenities on the City of North Port property along these multi-use trails, including lights. Of concern are the design requirements of added amenities and their disposition, if in conflict with future potential widening of US41. Mr. Ben Newman, P.E., Projects Engineer spoke with the State of Florida Department of Transportation (FDOT) staff and they confirmed that if any of the amenities are located within the US41 right-of-way, regardless of funding, FDOT would review the development plans for compliance with state and federal requirements. The lighting along the multi-use paths would also need to comply with FDOT's luminance requirements, in the same manner as the US41 Pedestrian Walkway Lights located on the south side of US41, between Biscayne Drive and Pan American Boulevard and between Bolander Terrace and North Port Boulevard.
