TITLE: Approval of Agreement No. 2017-40, Professional Design and Engineering Services for Warm Mineral Springs Park Master Plan with Kimley-Horn & Associates, Inc. in the amount of $154,050, which is budgeted in projects Warm Mineral Springs Park Building Renovations (WM17RB) and Warm Mineral Springs Park Master Plan (WM17MP).


Recommended Action

Approve agreement No. 2017-40, Professional Design and Engineering Services for Warm Mineral Springs Park Master Plan with Kimley-Horn & Associates, Inc. (Kimley-Horn) in the amount of $154,050.

Background Information

At the March 30, 2017 Commission meeting, staff was provided direction to pursue a master planning process for the future development of Warm Mineral Springs Park inclusive of the existing buildings and surrounding property. At the July 11, 2017 Commission meeting, the draft scope of services for the Warm Mineral Spring Park Master Plan was presented and approved.

Request for Proposal No. 2017-40 for the Professional Design and Engineering Services for Warm Mineral Springs Park Master Plan was prepared, and the solicitation was advertised on September 23, 2017. The requests for proposals were due on October 23, 2017 with Kimley-Horn, Keith & Schmars, Weiler Engineering and Hall Architects responding.

The professional selection committee met on October 30, 2017 to review all four (4) responses and ranked Kimley-Horn as the top-rated firm and recommended staff move forward with negotiations. Staff negotiations began with Kimley-Horn on November 6, 2017 to review the scope of services and lump sum contract rates which are reflected in this approval request.

As specified in the scope of services, staff is recommending moving forward with a phased approach. Phase I includes the following at a cost of $154,050 and is estimated to take approximately 170 days:
