TITLE:                     Approve Contract No. 2018-35 for the construction of the North Port Aquatic Center, to Recreational Design & Construction, Inc. in the amount of $9,847,336.79 plus a 10% construction contingency of $984,733 for a total amount of $10,832,069.79.

 

 

Recommended Action

 

Approve Contract No. 2018-35 for the construction of the North Port Aquatic Center to Recreational Design & Construction, Inc, of Fort Lauderdale, Florida, in the amount of $9,847,336.79 plus a 10% construction contingency of $984,733 for a total amount of $10,832,069.79.

 

 

Background Information

 

This project was to obtain the services of a licensed and qualified Certified General Contractor to provide construction services which include furnishing all the necessary materials and completing all work, labor, transportation, supervision, equipment for the construction included but not limited to: Site preparation, grading, utilities, paving, fencing, pools, bath house and filtration building, electrical, site lighting, landscaping and irrigation. The solicitation was advertised on March 30, 2018. On May 15th,  the City received six (6) bid submittals  from the following contractors:

The Purchasing Division of the Finance Department reviewed the six (6) bid submittals and deemed all six submittals to be responsive. Mark Hatchel, Vice President and Senior Project Manager for Kimley Horn & Associates, Inc., conducted the reference and qualification review and deemed Recreational Design & Construction, Inc. (RDC) a responsible bidder.  It has been determined by the City’s Project Manager, and General Services Director that it is in the best interest of the City to move forward and recommend award to the lowest responsive, responsible bidder, RDC.

 

This award includes the base bid and the alternate bowl water slide. Staff also recommends that a 10% (or $984,733) owner’s construction contingency be allowed for this project.

Per section 4 of the Contract, all work to be performed under the provisions of the Contract shall be completed in not more than 365 calendar days from the notice to proceed; subject only to delays caused through no fault of the Contractor or acts of God. The work will be substantially completed within 335 calendar days, with final completion within 30 calendar days after attaining Substantial Completion.

Financial Impact

 

Project P17NPP, North Port Aquatic Center is funded from a combination of Park impact fees and Surtax III allocations for a total project budget of $12,000,000. There is sufficient project funding for the award to RDC in the amount of $9,847,336.79 and allowing for an owner’s construction contingency of 10% or $984,733.

Parking lot construction costs are not known at this time, upon completion of the design, an opinion of probable cost will be provided by Kimley Horn. Staff intends to request a parking lot construction quote from RDC. The City could issue a change order for the parking lot construction using construction contingency or bring back to Commission a contract amendment to utilize the remaining project balance. Staff will determine the appropriate method upon receipt of the construction quote.

 

 

Procurement

 

The solicitation was published in the Herald-Tribune, City Website and on www.demandstar.com on March 30, 2018.  Demandstar broadcasted to 1,314 suppliers; City added an additional 37 Supplemental Suppliers to the list and 59 plan holders obtained specifications.

 

The North Port Aquatic Center Project was procured pursuant to section 2-404 of the City of North Port Procurement Code - Competitive Sealed Bid Process.
