Background Information

In order to expand the transmission capacity, the City of North Port established a multi-year project to increase the size of the water main from the Myakkahatchee Creek Water Treatment Plant to Ortiz Boulevard. The City has recently completed the construction of a 16-inch water main from the Myakkahatchee Creek Water Treatment Plant south along North Port Boulevard to just south of the bridge located at the back entrance of Winn Dixie. Currently under design is approximately 5,650 linear feet from the bridge on North Port Boulevard to Eager Street and approximately 2,200 linear feet from Grobe Street to Ortiz Boulevard.

This latest project includes the construction of a 16-inch PVC water main between Eager and Grobe Streets, and the construction of approximately 70-LF of a 4-inch water main across West North Drive at Eager Street. There will be a connection to an existing 8-inch water main at Eager Street and connection to an existing 8-inch water main at Grobe Street as part of the project. The project construction incorporates all associated testing, miscellaneous work, restoration, and clean-up. This existing section of the transmission main is a severe bottleneck. The new main will connect two 12-inch main segments that are currently connected by an 8-inch main. The new main also will be ready to be connected to the mains being designed as referenced above.

The Water Transmission Expansion MCWTP to Ortiz Phase I project was advertised on August 24, 2018. A non-mandatory pre-bid meeting was held on September 17, 2018. One bid was received, opened, and read on September 27, 2018 at 2:00 PM.

Staff has reviewed the bid and the contractor has been determined to be qualified for the project by our Engineer of record. Based on this information, Utilities Department recommends award of Contract 2019-13 to Andrew Sitework LLC.

Legal has reviewed the agreement and has approved it as to form and correctness.
