Recommended Action

 

Approve Contract No. 2019-42 Water Control Structure (WCS) Number 106 Replacement to Zep Construction, Inc. in the amount of $2,272,480.00 and contingency in the amount of $227,248.00 for a total amount of $2,499,728.00.

 

Background Information

 

The scope of this Project is to construct a new WCS just upstream of the existing WCS Number 106. The new WCS will include: a coated sheet metal weir with reinforced concrete cap; catwalk; eight automated gates with the capability of manual or remote gate operation via telemetry control; cameras; a lighting system; and rip-rap for erosion control.  Work will include dewatering, flow by-passing, and removal and disposal of all demolished material of the existing WCS.  The upstream kayak portage will be relocated further east on the Cocoplum Waterway to accommodate the construction of the new WCS.

 

Bids received for the Request for Bid (RFB) No. 2019-42 were opened on January 11, 2019.  Four (4) construction companies responded to the RFB. Zep Construction, Inc. was the lowest responsive and responsible bidder.  Work shall commence and be completed within 390 calendar days after the issuance of the Notice to Proceed.  The proposed 10% contingency will allow for unforeseen site conditions and if needed, possible relocation of underground utilities that may conflict with the Project.

 

At the request of Parks and Recreation Department, a bid alternate item for the addition of a Mobi Mat to improve the walking surface between the upstream and downstream kayak portages was included in the request for bids.  This item is not included in the current bid award.  The Parks and Recreation Department will evaluate the need for this Mobi Mat after the new WCS Project is completed and if needed will procure and install this item separately.

 

The existing WCS Number 106 is located on the Cocoplum Waterway just west of North Port Boulevard.  The Cocoplum Waterway discharges to the Myakkahatchee Creek.  The existing WCS Number 106 is equipped with six gates, which in the closed position, allow storage of water like a reservoir.  In anticipation of pending rain storm events and as the water level rises, the gates are opened as needed to reduce flooding.  The water in the Cocoplum Waterway and the Myakkahatchee Creek serves as a raw water supply for the City’s Water Treatment Plant. Thus, the proper functioning of these gates and structure is critical to the City's ability to control water levels, minimize adverse impacts from a storm event, and supplement the City’s potable water supply.  WCS Number 106 was constructed in 1959.  Over time, extensive corrosion has developed in the sheet metal weir, supports, gates and catwalk.  WCS Number 106 needs to be replaced in its entirety.
