TITLE: Endorsement of Proposed Project Funding to the Sarasota-Manatee Metropolitan Planning Organization in a Prioritized Order
Recommended Action
Approve endorsement of Proposed Project Funding to the Sarasota-Manatee Metropolitan Planning Organization in the presented, prioritized order.
Background Information
Annually, the Sarasota-Manatee Metropolitan Planning Organization (MPO) requests that Sarasota County, Manatee County and the cities therein submit projects to the Sarasota-Manatee MPO that are considered priorities. In 2018, the City Commission endorsed the following Project Fund applications, prioritized in the order they are listed:
• I-75 Interchange at Yorkshire Street - The City of North Port did not submit a Project Fund application to the Sarasota-Manatee MPO for this Project. This Project would strictly be a Florida Highway Administration (FHWA)/Florida Department of Transportation (FDOT) funded project. The City of North Port merely demonstrated their support for this Project.
• River Road Widening, US41 to I-75 - The City of North Port did not submit a Project Fund application to the Sarasota-Manatee MPO for this Project. The City of North Port merely demonstrated their support for this existing FDOT Project soon to be a Sarasota County Project which is included in FDOT’s Five-Year Work Program.
• Price Boulevard Widening, Sumter Boulevard to North Port High School/Heron Creek Middle School.
• Biscayne Drive Bicycle Lanes Extension, Glenallen Boulevard to Ponce de Leon Boulevard.
• Ponce de Leon Boulevard Bicycle Lanes, Biscayne Drive to Tropicaire Boulevard.
None of these projects were selected for funding through the MPO process. River Road, between US41 and I-75 is now being funded by non-related MPO funding. Ownership of River Road is being transferred from Sarasota County to the FDOT. MPO staff suggested the Price Boulevard Myakkahatchee Creek Bridge Replacement be separated from the Price Boulevard Widening, Sumter Boulevard to the North Port High School/Heron Creek Middle School Project which will increase the potential of MPO funding. MPO staff also suggested the Ponce de Leon Boulevard Bicycle Lane Project scope be divided into smaller segments for the same reason. Accordingly, the Project applications were prepared as follows:
1. Price Boulevard Myakkahatchee Creek Bridge Replacement was separated from the Price Boulevard Widening, Sumter Boulevard to the bus driveways to the North Port High School and Heron Creek Middle School.
2. The Ponce de Leon Boulevard Bicycle Lanes, Biscayne Drive to Tropicaire Boulevard were separated into three smaller segments.
During their Regular Meeting held on March 6, 2018, the City Commission also directed staff to submit Project Fund application(s) to Widen Price Boulevard, from Toledo Blade Boulevard to Torrington Street and Widen Yorkshire Street from Hillsborough Boulevard to I-75. Staff has prepared Project Fund applications for Price Boulevard, from Toledo Blade Boulevard eastward in three segments. Orlando Boulevard, rather than Torrington Street, was designated as the southeastern terminus of the Price Boulevard Widening Project as it has a functional classification more closely aligned with Price Boulevard and Charlotte County’s road network south of Veteran’s Boulevard and is better suited for this connection.
Staff recommends endorsement by the City Commission of the following Projects for Proposed Project Funding by the Sarasota-Manatee MPO in the prioritized order listed below:
1. I-75 Interchange at Yorkshire Street - Federal funding typically focuses on economic benefit. The City’s Activity Center 6 is proposed for future industrial related development. The importance of this interchange for the City’s future growth is emphasized, by ranking from the City Commission, and improves the interchange’s potential for federal funding.
The City of North Port did not submit a Project Fund application to the Sarasota-Manatee MPO for this Project. This Project would strictly be a Florida Highway Administration (FHWA)/Florida Department of Transportation (FDOT) funded project. The City of North Port would like to demonstrate their support for this Project.
2. River Road Widening, US41 to I-75 - The transfer of ownership from Sarasota County to FDOT is in the final stages of completion and funding for the widening is included in FDOT’s Tentative Five Work Program.
The City of North Port did not submit a Project Fund application to the Sarasota-Manatee MPO for this Project. The City of North Port would like to demonstrate their support for this Project.
3. Price Boulevard Myakkahatchee Creek Bridge Replacement - Separating the bridge from the road widening between Sumter Boulevard and the bus driveways to North Port High School and Heron Creek Middle School.
4. Price Boulevard Widening, from Sumter Boulevard to the bus driveways to North Port High School and Heron Creek Middle School.
5. Biscayne Drive Bicycle Lanes, Glenallen Boulevard to Ponce de Leon Boulevard - This project will extend the bicycle lanes from the northern terminus (Glenallen Boulevard). An MPO funded bicycle lane project on Biscayne Drive currently under design.
6. Ponce de Leon Boulevard Bicycle Lanes, Biscayne Drive to Skyview Drive.
7. Ponce de Leon Boulevard Bicycle Lanes, Skyview Drive to the I-75 Overpass South - The six feet wide paved shoulders of the I-75 Overpass on Ponce de Leon Boulevard will be re-striped for six feet wide buffered bicycle lanes.
8. Ponce de Leon Boulevard, I-75 Overpass north to Tropicaire Boulevard - This will complement the Tropicaire Boulevard Multi-Use Path, Toledo Blade Boulevard to Ponce de Leon Boulevard, which is currently under design.
9. Price Boulevard Widening, Toledo Blade Boulevard to Panacea Boulevard/Haberland Boulevard.
10. Price Boulevard Widening, Panacea Boulevard/Haberland Boulevard to Yorkshire Street - This includes one bridge replacement over the Bethlehem Waterway.
11. Price Boulevard Widening, Yorkshire Street to Orlando Boulevard - This includes bridge replacements over the Amnesty Waterway, Cocoplum Waterway and Newman Waterway.
12. Yorkshire Street Widening, Hillsborough Boulevard to I-75 - This includes a bridge replacement over the Cocoplum Waterway.
