TITLE: Warm Mineral Springs Park Draft Master Plan & Summary Book


Recommended Action

Presentation by James Pankonin of Kimley-Horn & Associates Inc. outlining the Draft Master Plan and Summary Book for Warm Mineral Springs Park.

Background Information

At the January 7, 2019 Commission meeting, consultants from Kimley-Horn & Associates Inc. (Kimley- Horn), Janus Research, and Sweet Sparkman Architects provided and overview of the conceptual master plan for Warm Mineral Springs Park. This plan included the potential revisions to the three buildings (which are nominated for historic significance), and the surrounding 60 acres. Commission provided feedback to remove camping (tent, cabin and RV), equestrian trails, and the future parking area. Other changes include the relocation of the marketplace courtyard, addition of a bus drop off lane, the addition of a restroom near the community garden, and the addition of picnic pavilions.

Today, James Pankonin from Kimley-Horn will present the Draft Master Plan and Summary Book (Task 6 - Agreement No. 2017-40) for Warm Mineral Springs Park and provide the opinion of probable construction cost (OPCC) for the draft master plan. The OPCC includes costs for elements proposed in the draft master plan and includes the park features, utility improvements, site improvements and infrastructure (including parking, stormwater, electrical, etc.), building renovations and new buildings/structures.

Staff intends to present the final master plan (Task 7 - Agreement No. 2017-40) to Commission at the March 19, 2019 Commission meeting. Upon approval of the Master Plan, staff can begin negotiations to award Phase II tasks which include Task 10 - Site Civil and Utility Due Diligence; Task 11 - Meetings and Coordination; Task 12 - Construction Documents/Permitting.
