TITLE:                     Approve a seven-year preventative maintenance and repair service agreement with Stryker Medical, a division of Stryker Corporation, for North Port Fire Rescue’s new stretcher lifting systems and stretcher at a cost of $35,432.

 

 

Recommended Action

 

Approve a seven-year preventative maintenance and repair service agreement with Stryker Medical, a division of Stryker Corporation, for North Port Fire Rescue’s new stretcher lifting systems and stretcher at a cost of $35,432.

 

Background Information

 

In the FY 2018-19 approved budget, Commission authorized the purchase of three ambulances, two CIP replacement ambulances and one re-chassis.  Additionally, one new West Villages' ambulance from the General Fund was also approved.   A Stryker Power-Load lifting device will be installed in each ambulance at the factory.  One Stryker Power-Pro stretcher for the West Villages ambulance has been purchased under a separate purchase order.  Funding for maintenance and repair service agreement has been provided via SLA 19-2209 in the amount of $35,450.  To maximize operational cost savings and ensure sufficient long-term coverage for preventive maintenance and repairs, we are requesting approval for a seven-year service agreement with Stryker Medical.  Each time a new piece of equipment is purchased, we must establish a new agreement.

 

The period of this agreement will run from March 1, 2019 to February 28, 2026 - seven years - which is the recommended lifecycle for this equipment.  A review of expenditures for repairs revealed the potential for operational cost savings for service calls (i.e., labor and travel), parts and no-cost battery exchanges.

 

The Agreement includes: (1) unlimited service calls; (2) replacement of pumps, hoses, electronics, etc.; and (3) annual preventive maintenance inspections by Stryker Medical’s “ProCare” field service team personnel.  Full payment will be made on execution of this agreement - no further operational costs will be incurred except for non-covered expendable and disposable parts (e.g., mattresses, straps, undercarriage equipment storage netting). 

 

The City Attorney has approved to form and content.

Financial Impact

 

The cost of the seven-year agreement is $35,432 which will come from budgeted funds in the Emergency Medical Services budget within the General Fund.  The cost is payable in a single installment after the Agreement is fully executed.

Procurement

 

Procurement of maintenance repair services is being made in accordance with Sec. 2-407, Sole Source Guidelines of the City Procurement Code. Stryker Medical is the only provider for factory-authorized inspection and repair services for new equipment.
