Recommended Action

 

Approval of the West Coast Inland Navigation District (WCIND) Waterway Development Program Grant Agreement, and sub-grant award from Sarasota County for the dock pile wrappings at Marina Park in the amount of $6,700.

 

Background Information

 

Marina Park, located at 7030 Chancellor Blvd, provides public recreational access to the Myakkahatchee Creek Waterway and the Myakka River. The park is owned by the City of North Port and operated/maintained by Sarasota County under an interlocal agreement between the City of North Port and Sarasota County.

 

In December of 2017, Sarasota County staff recommended that the dock piles at Marina Park be wrapped to prevent marine worm infestation and extend dock life. The total cost of the project is estimated at $13,400, which exceeds the County’s per park repair cap under the interlocal of $5,000, which is CIP adjusted annually for a current repair cap of $6,064.80.

 

The WCIND Waterway Development Program Grant will offset 50% of the improvement cost providing the City of North Port Parks and Recreation Department with $6,700 in grant funding to be utilized for wrapping the dock piles at Marina Park. Per the grant terms, this project must be completed no later than September 30, 2019.

 

Upon acceptance of this grant agreement and award, the agreement will be sent to Sarasota County and will be routed for approval to the County Administrator. As required, project status reports will be submitted on a quarterly basis.

 

This Grant Agreement has been reviewed and approved by the City Attorney’s Office for form and content.

Financial Impact

 

The total cost of the project is estimated at $13,400. Parks & Recreation FY19 operating budget includes an allocation of $6,700 (SLA #19-3613). The WCIND Waterway Development Program Grant is a reimbursement grant administered through Sarasota County, which will provide funding not to exceed $6,700. Funding must be used for installation of the dock pile wrappings at Marina Park per Exhibit I of the grant agreement.

 

Procurement

 

The dock pile wrapping vendor will be sourced following the procurement guidelines established by the Finance Department / Purchasing Division.
