Recommended Action

Review and approve the proposed Interlocal Agreement with the School Board of Sarasota County to allow use of the Heron Creek Middle School parking lot to support the anticipated parking demand associated with the North Port Aquatic Center.

Background Information

During a City Commission Special Meeting on February 1, 2018, the City Commission reviewed parking at Butler Park and discussed opportunities to increase parking availability to serve patrons utilizing the park, including the North Port Aquatic Center. A motion was made to direct staff to work with the School Board to develop an agreement for use of the Heron Creek Middle School parking lot.

Parks & Recreation staff and representatives from the Sarasota County School District collaborated to develop the proposed agreement, which provides access to the parking lot when the lot is not in use by the School District, including after school hours, on vacation breaks and holidays as outlined on an annual calendar provided by the School District. The agreement will take effect upon the date of the last signatory of the agreement and will remain in effect until canceled by either party with a required twelve months' notice. It is anticipated that the School Board will review the proposed agreement for execution on March 26. The City will be responsible for debris and garbage pick-up and for repair of any damage to the property that occurred during use of the parking lot to support Butler Park.

The proposed agreement has been reviewed and approved by City and School District legal counsel as to form and correctness.
