Recommended Action

 

Approve Ordinance No. 2018-64, amending the Fiscal Year 2018-2019 Non-District Budget.

 

Background Information

 

An amendment to the FY 2019 Non-District budget for additional funding in the amount of $221,708, is being requested.  The amendment requests $180,000 from Solid Waste Impact Fees to provide funding, for the purchase of a temporary recycling center.  Funding will come from available reserves in Solid Waste Impact Fee Fund.  The Finance Department is requesting a transfer of $41,708 from Surtax Fund 305 to Surtax Fund 306.

 

At the December 6, 2018 Solid Waste District Commission Meeting, the Solid Waste Division of the Department of Public Works presented a plan to operate a recycling center at 5455 Pan American Boulevard.  The plan calls for a temporary structure to house comingle material.  Commission approved the plan and the purchase of a recycling center structure.  The estimated cost for this structure is $171,135.12.  In order to cover the cost of the purchase and contingency, Solid Waste is requesting a budget amount of $180,000.

 

In the Fiscal Year 2018 adopted budget, the amount of $810,600 in Surtax Fund 305 was budgeted as a transfer out to Surtax Fund 306 to close out fund 305.  A final accounting of fund 305 shows a balance of $41,708 remains to be transferred.  This budget amendment provides for the transfer of those monies to Surtax Fund 306.

 

Recently, the City Attorney and the Communications Team have investigated the needs to ensure our website and our City is in compliance with the American with Disabilities Act (ADA).  One of the requirements is to close caption our broadcasts and will require the purchase of equipment in the amount of $73,000 based on the memo attached and choosing option 3.  It is projected that from the time this item is approved, procurement, delivery, installation and training will take approximately 8 weeks.

 

Following are the increases to the Non-District Funds:

 

Solid Waste Impact Fee Fund - $180,000

Surtax Fund 305 - $41,708

General Fund - $73,000

 

The total cost to the Non-District Budget is $294,708.

The Non-District Funds budgets for fiscal year 2019 will increase by $294,708 with funding coming from fund balance reserves in the Solid Waste Impact Fee Fund, Surtax Fund 305 and General Fund.
