TITLE: Resolution No. 2018-R-15 consenting to Sarasota County and West Villages Improvement District constructing a reclaimed water transmission main and reclaimed water transmission lines from unincorporated Sarasota County into the West Villages Improvement District located within the City of North Port's corporate limits.


Recommended Action

Approve Resolution 2018-R-15.

Background Information

The West Villages Improvement District (WVID) is a large property located both within the City of North Port and unincorporated Sarasota County that has a vast need for irrigation water for the common areas, rights of way, other landscaping, and potentially other non-potable uses within the individual developments. The goal of encouraging and enabling the use of reclaimed water in the WVID and other parts of the City is to reduce potable water consumption and groundwater and surface water withdrawals within the region and promote water conservation and the use of reclaimed water to maximize the finite water resources in our region.

WVID currently uses reclaimed water from Englewood Water District and surface waters for irrigation purposes. These sources are not sufficient to meet the irrigation demand for the entire area. Sarasota County has agreed to construct a reclaimed water transmission main to the WVID to supplement WVID's irrigation needs. Upon completion of the new Wastewater Treatment Facility, the reclaimed water from the plant will become the primary source. However, it is anticipated that reclaimed water demands will continue to far exceed the plant's flow and will need to be supplemented.

Since the construction project will partially be within the City's Urban Service Area Boundary, permission to construct the system and provide service is required by the City Commission.
