Recommended Action

City Commission approve Ordinance 2017-43, Petition Number CPA-17-121, adding in a fifth year and projects related to the Level of Service standards and adopted 2017-2018 Sarasota County School Board capital work plan by reference in the Comprehensive Plan for adoption.

Background Information

The Local Government Comprehensive Planning and Land Development Regulation Act, Chapter 163, Part II, Florida Statutes, requires that the City maintain and update a Capital Improvements Element (CIE) within its Comprehensive Plan. Every year, as required by Florida Statute, the Capital Improvements Element (CIE) of the City's Comprehensive Plan is updated annually and adopted by Ordinance.

The purpose of the CIE and the Five-Year Schedule of Capital Improvements is to identify the capital improvements that are needed to implement the Comprehensive Plan and ensure that adopted Level of Service (LOS) Standards are achieved and maintained for concurrency related facilities (sanitary sewer, solid waste, drainage, potable water, parks and recreation, schools, and transportation facilities). This assures that facilities are in place to maintain LOS standards in a timely manner and to prevent concurrency-related issues and address deficiencies. Updated revenue and expenditure data is provided from the City of North Port's adopted Capital Improvement Program and the Sarasota County School District Five-Year capital projects budget 2017-2018.

This amendment is largely administrative in nature and the Planning & Zoning Advisory Board acting as the Local Planning Agency (LPA) is required to review and recommend approval of this document to the City Commission.
