Recommended Action

Approve Resolution 2017-R-40 providing adoption of the Local Agency Program Agreement for the Biscayne Drive Bike Lane/Sidewalks from Elyton Drive to Glenallen Boulevard Project in the amount of $1,342,351.00.

Background Information

During the Road and Drainage District Governing Body Commission meeting on February 24, 2014, the Commission approved the submittal of a Transportation Alternatives grant application to the Sarasota-Manatee Metropolitan Planning Organization (MPO) for the design and construction of five feet wide bicycle lanes on Biscayne Drive, extending from the north terminus of the existing bicycle lanes at Elyton Drive to Ponce de Leon Boulevard. However, the MPO did not approve the grant application.

In 2016, the Florida Department of Transportation (FDOT) revised their design guidelines for bicycle lanes to improve their safe use. Also in 2016, FDOT identified funding that could be used for the Biscayne Drive Bicycle Lanes Extension Project and contacted the City of North Port concerning specific details of the project. Through coordination with FDOT and MPO staff, the Biscayne Drive Bicycle Lanes Extension Project was modified to comply with the revised bicycle lane design guidelines, and the project limits were changed to extend the new bicycle lanes from Elyton Drive to Glenallen Boulevard. The project was then placed into the Sarasota-Manatee Metropolitan Planning Organization's (2017-18 through 2021-22) Transportation Improvements Program in the amount of $1,342,351 for the design and construction phases of the project.
