Recommended Action

Continue Ordinance No. 2017-36, amending the Fiscal Year 2016-2017 Solid Waste District Budget.

Background Information

Solid Waste is requesting an amendment to the FY 2017 budget for additional funding in the amount of $225,000 for increased costs incurred for outsourced Fleet Services and in-house Fleet Services due to staffing shortages, increased costs for replacement parts for 33% of the Solid Waste Division’s older vehicles; and Hurricane Irma. The amendment utilizes fund balance to provide the needed funding.

Electronic technology advancements in the trucking industry has created additional outsourcing needs for the District, because the work cannot be completed in-house.  In addition, after a warranty has ended, the trucks are sent out one to two times during the year for electronic updates to keep the system functioning properly.  These electronic updates must be performed by an outsourced provider.

Hurricane Irma necessitated the need for City Commission to declare a state of emergency in September.  In preparation for this event, all Solid Waste trucks and vehicles were checked and repaired by the City’s in-house Fleet Services to ensure the trucks and vehicles would be available to provide any additional demand for services following Hurricane Irma.
