Recommended Action

 

Continue Ordinance No. 2017-35, amending the Fiscal Year 2016-2017 Road and District Budget.

 

Background Information

 

Road and Drainage is requesting an amendment to the FY 2017 budget for additional funding in the amount of $1,218,904 for the construction of crosswalks and sidewalks on Biscayne Drive and to fund debris management and monitoring due to hurricane Irma. The amendment utilizes fund balance to provide the needed funding.

 

At the May 23, 2017 meeting, City Commission directed staff to construct crosswalks at the Biscayne Drive intersections of Hyde Park Avenue and Sydney Avenue; and to construct the missing sidewalk segment on the east side of Biscayne Drive for improved accessibility to the North Port Library and the neighborhood park on Sydney Avenue, east of Biscayne Drive.  Staff developed the associated plans and specifications for the crosswalks and sidewalks.  A missing sidewalk segment on the north side of Sydney Avenue that would connect to this Biscayne Drive sidewalk segment was included. 

 

Modifications to the bicycle lane striping on Biscayne Drive, between US41 and Elyton Terrace and new bicycle lane striping, markings and signage between US41 and Safford Terrace were also give to C-Squared Certified General Contractors, Inc. for pricing.  The new curbing and landscaping of the medians on Biscayne Drive between Safford Terrace and Elyton Drive have focused attention on the need to clearly delineate bicycle lane striping, markings and signage for the segment from US41 to Elyton Drive and the segment of Biscayne Drive from US41 to Safford Terrace.

 

The cost of these improvements has been negotiated with the contractor for the Biscayne Drive Median Curbing Project (Contract 2017-08) in the amount of $160,804 and a 5% contingency amount of $8,100 is recommended for the budget amendment.

 

Hurricane Irma necessitated the need for City Commission to declare a state of emergency in September, and subsequently, the activation of Agreement No. 2014-28 Debris Management and Agreement No. 2014-29 Debris Monitoring. Notices to Proceed and Work Assignments were issued for $700,000 to Crowder-Gulf Joint Venture, Inc. and $350,000 to Rostan Solutions, LLC respectively. These are stand-by agreements only, and as such, no funds are budgeted. A budget amendment for $1,050,000 is required.
