TITLE:                     Ordinance 2017- Discussion and possible action creating a Youth Advisory Council and Youth Ambassador position

Recommended Action

Approve and continue Ordinance No. 2017-15 for second reading to the June 13, 2017 Commission Regular Meeting.

Background Information

The Commission discussed revisions to the Youth Advisory Council and directed the creation of a Youth Ambassador position on April 4, 2017.

Attached is the Ordinance with all changes as directed. Further discussion for the Youth Ambassador duties and position should be decided.  At the April 4, meeting, discussion and direction was provided to create the intern program. This will come as a separate agenda item with separate summary sheet as more work must be done on this subject.

Financial Impact

A budget must be developed for the council as members may participate in community functions, hold town hall forums and attend a variety of County, State and National committees. Much of the State and National attendance will be in collaboration with the National and Florida League of Cities. I would suggest a minimum of $5,000 for the starting year but possibly increasing or decreasing as popularity and participation expands and actuals are obtained.

A budget must be created for the Youth Ambassador as this position will attend all of the functions above, and more. The Commission may wish to create this as a paid position and if so that will fall under City Manager to determine the budget. If the Commission decides to have position as voluntary for the first year, determining if it should be a paid position in year two, travel and membership budget should be no less than $10,000.
