Background Information

 

The proposed Solid Waste District Ordinance 2017-02 changes are needed to be consistent with the new Recycling Program. The new verbiage changes the use of the word “recycling bins” to “automated recycling containers.” Recyclables are currently collected manually by using two 18 gallon bins; one for paper products and one for commingle material (glass-plastic-cans). With the change to automated recycling containers, residents will now be provided with two 32, 65 or 95-gallon totes with a rotating collection schedule for the material. One will have a blue lid for commingle material and one will have a tan lid for cardboard and paper material. The recycling material definition is to clarify what is now capable of being included in the process. The conversion to the new containers is anticipated to be complete by May 2017.

 

Minor grammatical corrections have also been made to the Ordinance.  The City Attorney has reviewed and approved Ordinance 2017-02.

 

Ordinance Change Overview:

                     Sec 62-44: Processed material added, new automated recycling container and verbiage changes

                     Sec 62-47: Cardboard and pizza boxes flattened to fit in recycling tote and verbiage changes

                     Sec 62-48: Lease of a City automated yard waste tote, replacing bins and providing two recycling containers

                     Sec 62-50: Replaced the recycling bins with containers and verbiage changes

                     Sec 62-51: Material type that will be collected on a rotating schedule

                     Sec 62-52: Quantity change of material that is collected in automated containers by gallon size and verbiage changes

 

Commission Directed Change:

On March 28, 2017, Commission directed staff to make appropriate verbiage changes to Sec 62-50 so it is reflective of the new recycling program guidelines. Staff has updated Sec 62-50 and also reviewed all other sections of the Ordinance as per Commission direction.
