Background Information
Chapter 163, Florida Statutes, currently allows a county or municipality to create a Community Redevelopment Agency (CRA) to carry out redevelopment of slum or blighted areas when certain conditions exist. The Florida Legislature is considering House Bill (HB) 13, which will terminate all CRAs in the state by 2037, not allow the creation of any new CRAs after October 1, 2017, and not allow any new CRA projects or debt after October 1, 2017. Senate Bill (SB) 1770 would terminate all CRAs in the state by 2037 and will only allow the creation of new CRAs by a super majority vote of a city or county.
CRAs have proven historically to provide distressed communities with a better economy through improved infrastructure, job opportunities and housing. Their mission is to make housing and urban areas safer for residents, to preserve and grow business, and provide improved, safe and clean places for all who live there.
At the March 9, 2017 ManaSota League of Cities (MSLC) meeting, the MSLC Board adopted a Resolution urging members of the Florida Legislature to oppose HB13 and SB 1770. The MSLC, of which the City of North Port is a member of, encourages member jurisdictions to adopt a similar Resolution.
Considering the proposed legislation would have a detrimental effect on local governments, attached is a Resolution for consideration of adoption by the City Commission.
The Resolution has been reviewed by the City Attorney as to form and correctness.
