TITLE: Development Master Plan, First Slavic Pentecostal Church (QUASI-JUDICIAL)
Recommended Action
Approve or deny DMP-19-295, First Slavic Pentecostal Church Development Master Plan.
Background Information
Miroslav Boychuk of First Slavic Pentecostal Inc. has formally submitted to the City of North Port a Development Master Plan application for a 45,500 square foot church facility, storage/maintenance building, dumpster enclosure, parking lot, landscaping, stormwater lake, and supporting utility/drainage infrastructure to serve the proposed project. The project is proposed on a ?10-acre parcel located between North Biscayne Drive to the east and Clovelon Street to the west. The parcel is zoned Neighborhood Commercial-High Intensity (NC-HI) which requires a development master plan as part of the approval process. The application also includes three waiver requests.
The Planning and Zoning Advisory Board heard this item at their regularly scheduled meeting on March 5, 2020. The board made the following motion:
"To recommend approval of Development Master Plan, First Slavic Pentecostal Church with waiver 1 with staff conditions, with waiver 2 with additional vegetative buffering, denying waiver 3 as recommended by staff and approve all staff conditions as listed in Section VII of the staff report."
The motion passed on a 6-1 vote, with Vice Chair Lamade dissenting.

Financial Impact
The model estimates that the project operates at a deficit of $421,119 through the first 5-year period and continues to decrease over time. The total deficit over years 1-30 is $2,833,290.
