TITLE:                     First Reading of Ordinance No. 2019-23 for the City of North Port, Florida, granting authority to the City Manager or designee to declare a state of local emergency in accordance with Florida Statutes.

 

 

Recommended Action

 

Approve the first reading of Ordinance No. 2019-23.

 

Background Information

 

The City of North Port is vulnerable to a variety of natural, man-made and technological hazards that can potentially threaten the citizens, businesses, and environment.  The City of North Port Comprehensive Emergency Management Plan (CEMP) establishes the framework to ensure that the City will be adequately prepared to deal with these hazards.  The CEMP provides the ability for the Commission to declare a local state of emergency, but it does not provide for a local state of emergency to be declared in the absence of Commission.  Some natural disasters, like a tornado, strike without warning and require immediate action that would quickly surpass local resources and an emergency declaration may need to happen faster than it would take to convene the Commission.  This Ordinance gives the City Manager the power to make that declaration.
