Approve the Non-Exclusive Contract for the Treatment and Disposal of Leachate Water with Delta Pioneer, Inc.
Background Information
On April 22, 2020 RLI 2020-60-0-2020/AS was advertised requesting letters of intertest from interested firms for treatment and disposal services for landfill runoff, known as leachate water, at the Pan American Blvd Wastewater Treatment Plant in maximum quantities of up to 25,000 gallons a day and 125,000 gallons a week. On April 29, 2020, one response was received from Delta Pioneer, Inc.
Utilities is requesting Commission approval to enter into a contract with Delta Pioneer, Inc. for the treatment and disposal of leachate water, that is collected in basins at area landfills. Under this contract, Delta Pioneer, Inc. will be responsible for transporting leachate water to the Pan American Wastewater Treatment Plant and pumping it directly into the facility. Prior to intended delivery, Delta Pioneer, Inc. will be required to provide at least 24-hours' notice to the Plant Superintendent, including estimated quantities and the proposed delivery schedule. The City agrees to accept the leachate water for treatment and disposal as long as it does not contain contaminants that could potentially have a negative effect on the operational efficiency and efficacy of the plant or violate any Federal or State permitting requirements. Delta Pioneer, Inc. has provided laboratory analysis of leachate samples to ensure compatibility with our wastewater treatment systems and, under the proposed contract, will continue to provide the City with results of quarterly analysis of samples.
