TITLE: Discussion and Possible Action Regarding the Beautification and Tree/Scenic Hwy Committee and North Port Youth Council, Including Low Membership and Quorum Issues
Recommended Action
Discuss and determine whether the Beautification and Tree/Scenic Hwy Committee and North Port Youth Council should be disbanded.
Background Information
On November 12, 2019, Commission provided direction to bring back an ordinance disbanding the Beautification and Tree/Scenic Highway Committee and adding subsection (c) of that committee’s powered and duties to the Environmental Advisory Board. This ordinance was continued to a second reading at the November 26, 2019 meeting and to a third reading at the December 10, 2019 meeting. At the July 28, 2020 Commission meeting there was discussion regarding the inability to meet due to COVID and no action was taken on the ordinance. Since this meeting, the board held a meeting in July and August 2020 and have not been able to acquire a quorum for the rest of the scheduled meetings for 2020 and 2021.
On January 22, 2019, Commission adopted Ordinance No. 2018-63 creating the North Port Youth Council. For the first seven months, board members consistently attended. There was a six-month period of no meetings due to COVID. Since September 28, 2020 the board has not been able to meet due to lack of a quorum. This board continues to only have 3-4 members.
