Background Information
An existing 12-inch welded steel water main affixed to the bridge on North Salford Blvd. crossing the Snover Waterway has reached the end of its service life and is scheduled to be replaced per the Water Pipeline Bridge Replacement Program. The existing water main will be removed and replaced with approximately 311 linear feet of new 14-inch high-density polyethylene (HDPE) potable water main which will be installed by subaqueous horizontal directional drill (HDD) beneath the Snover Waterway. The project also includes the installation of approximately 66 linear feet of new 12-inch polyvinyl chloride (PVC) water main, to be installed by open cut methods, and tie-ins to the existing water main.
The North Salford Blvd. Bridge Water Main Replacement project was advertised on August 30, 2019. A non-mandatory pre-bid meeting was held on September 12, 2019 at 10:00am. Three bids were received, opened, and read on October 1, 2019 at 2:00pm.
Staff reviewed the bids and the contractor has been determined to be qualified for the project by the consulting firm, Stantec Consulting Services Inc. Based on this information, Utilities Department recommends award of Contract 2020-21 to Spectrum Underground, Inc.
The Contract has been reviewed by the City Attorney and is approved as to form and correctness.
