Background Information
Matthew J. Morris, P.E., of Morris Engineering and Consulting, LLC, on behalf of Marsh Creek Holdings, LTD requests review of final plat plans for a proposed commercial/residential development in the northeastern quadrant of the Heron Creek Towne Center, part of the Heron Creek Development of Regional Impact. The proposed plat consists of 8 parcels and associated infrastructure to support the development. The site contains ?42.78 acres and is located north of W. Price Boulevard, East of Sumter Boulevard, South of City Center Boulevard, and to the west of the Blue Ridge Waterway in Section 22, Township 39S, Range 21E.

In 2001, the first phase of the Heron Creek Towne Center (the Publix shopping plaza on the southwest corner of the Towne Center) was approved by the City. The development of this area set a precedent for City and Heron Creek that was utilized in the development of the Heron Creek Pattern Book in 2002 (updated in 2015.) The Pattern Book provides a guide for the form, shape, and design of development that takes place within the Towne Centre.
