Background Information

At the November 26, 2019 meeting, the City Commission voted 4-0 to bring back an ordinance to address the process of calculating impact fees for applicants who obtained a building permit prior to June 11, 2019, the date on which Ordinance No. 2019-06 increased impact fees.

Background Information for Second Reading

At the December 17, 2019 meeting, the City Commission voted to continue the ordinance to second reading on January 2, 2020. The ordinance was revised to:

1. Remove the line numbers along the margin; and

2. Correct the scrivener's error in subsection (a)(4) to read "based on subsection (a)(3) above," rather than "based on subsection (a)(2) above"

Background Information for Third Reading

At the January 2, 2020 meeting, the City Commission voted to bring the ordinance back for a third reading. The ordinance was revised to:

1. Provide that the impact fee schedule in place at the time of the building permit application will apply for impact fee collection. If a building permit expires and is reinstated, the impact fee scheduled in place at the time of the reinstatement will apply for impact fee collection.

2. Include a reference to the waiver of impact fees, for consistency with the remainder of the code.
