TITLE: Approve Construction Contract No. 2023-08 - Sumter Boulevard Utility Extensions with Spectrum Underground, Inc. in the Amount of $3,346,632.35, With a Contingency of $501,995.00, for a Total Amount of $3,848,627.35.
Recommended Action
Approve Construction Contract No. 2023-08 - Sumter Boulevard Utility Extensions with Spectrum Underground, Inc. in the amount of $3,346,632.35, with a contingency of $501,995.00, for a total amount of $3,848,627.35.
Background Information
To promote economic development, the City is planning to extend utility services along Sumter Boulevard and through the I-75 interchange. This project is partially funded by American Rescue Plan Act funds. The following provides a chronological order of events regarding the competitive sealed bid process for this project:
> September 9, 2022: RFB No. 2023-08 - Sumter Boulevard Utility Extensions was advertised.
> October 26, 2022: Four bids were received and opened.
> Staff reviewed the bids and the lowest, responsive bidder, Spectrum Underground, Inc. was determined to be qualified by the Project Engineer of Record, Stantec Consulting Services, Inc.
> November 2, 2022: Notice of Intent to Award RFB No. 2023-08 to Spectrum Underground was issued.
Based on the above, staff recommends the Award of Contract No. 2023-08 to Spectrum Underground, Inc.
Due to the potential for unforeseen complications with this type of a project, staff is recommending increasing the standard 10% contingency to 15% contingency of the Contract price.
Construction Contract No. 2023-08 has been reviewed by the City Attorney and is legally correct as to form.
