Recommended Action
Approve $20,000.00 for a Homeless Outreach Team Case Manager to be paid to Suncoast Partnership by the City of North Port to augment funding pending a legally sufficient agreement.
Background Information
Vice-Mayor Jill Luke requested a presentation regarding a need for a Case Manager as a liaison for the North Port Police Department's Homeless Outreach Unit. On February 6, 2020, Chris Johnson from Suncoast Partnership gave a presentation on how he could help the City close the 'gap' in being able to conduct the most effective level of service by the Homeless Outreach Team. The City Commission supported Chris Johnson's solution of the Suncoast Partnership utilizing the Gulf Coast Community Foundation Grant and having the City pay $20,000.00 to augment funding for the Homeless Outreach Team Case Manager.
Suncoast Partnership is asking for $20,000.00 from the City of North Port to fund half the salary for a Homeless Outreach Team Case Manager. This position will be an employee of Suncoast Partnership and assigned to the North Port Police Department beginning June 1st, 2020. The position will be for one year, ending June 1, 2021, and will be evaluated during that time to determine if the position is needed as a fulltime position for the City of North Port. There will be no additional costs in the FY 2020/2021 budget for this position. The fulltime position would be requested in fiscal year 2021-2022.
The North Port Police Department is requesting the use of office space at the North Port Social Services Building, 6919 Outreach Way, North Port, FL 3428. This space will be occupied by North Port Police Department Community Policing Unit that includes the Homeless Outreach Team.
The City Attorney's Office has reviewed the Agreement as to correctness and form.
