Adopt Resolution No. 2022-R-18.

Background Information

The City Manager wishes to hire two additional grant personnel to accommodate the greater volume of grants being received and to manage grant compliance for the City. The City currently employs one Grant Writer. The Grant Writer writes the grants, but does not manage them. The State and Federal grants the City is receiving have rigorous compliance conditions associated that require constant monitoring. Under the current process once the grant is received, the grant responsibility is transferred over to the receiving department to manage. If these two additional positions are approved, the City will have the capacity to apply for more grant opportunities while keeping grants management under a central umbrella for better compliance and oversight control. These positions will also provide department administrative staff that are currently performing tasks on a daily basis associated with grants with time to focus on their primary job duties and responsibilities. When available, administrative costs will be requested with the grants, typically 5-10% of the grant amount. When grants are awarded, these administrative funds will be used to help offset the cost of the grants administration staff.

The anticipated hire date is July 1, 2022. The total cost for these two positions in the Fiscal Year 2022-2023 budget would be $146,084.
