TO: Honorable Mayor & Members of the North Port Commission
FROM: Peter D. Lear, CPA, CGMA, Interim City Manager
TITLE: Resolution 2017-R-17 Supporting the Elimination of the Certificate of Need Process.
Recommended Action
Approve Resolution 2017-R-147 supporting the elimination of the Certificate of Need Process.
Background Information
At the April 25, 2017 City Commission meeting, the City Commission directed the City Manager to prepare a letter to be signed by the Mayor supporting legislation that would eliminate the Certificate of Need process. The letter was to be sent to Senator Greg Steube and the Senate Committee on Health Policy and is attachment 2.
The City Commission further directed the City Manager to prepare a Resolution supporting any effort in the Florida Senate to eliminate the Certificate of Need process. Attached is Resolution No. 2017-R-17 supporting legislation that would eliminate the Certificate of Need process.
The elimination of the CON process would reduce health care costs, increase access to health care facilities and increase competition. The current CON process effectively provides for a health care monopoly for existing health care facilities.
Strategic Plan
Financially Responsible City Providing Quality Municipal Services
Financial Impact
Elimination of the Certificate of Need process would save the City over $100,000 if the City were to pursue applying for a Certificate of Need.
