Recommended Action

Ratification of Vaccination Site Agreement (COVID-19) for a Closed Point of Administration between State of Florida Department of Health Sarasota County Health Department and City of North Port.

Background Information

On March 9, 2020, Florida Governor Ron DeSantis issued Executive Order 20-52, declaring that a state of emergency exists in every county in the State of Florida due to the COVID-19 Pandemic.

Subsequently on March 17, 2020, the North Port City Commission adopted Ordinance No. 2020-18 declaring a local state of emergency due to COVID-19, granting emergency authority to the City Manager to issue Emergency Orders to ensure the safe conduct of necessary operations of the North Port City Government. On September 8, 2020, Ordinance No. 2020-18 expired and on September 9, 2020 the North Port City Commission adopted Ordinance No. 2020-38 once again granting emergency authority to the City Manager. The emergency authority granted to the City Manager during this state of emergency may extend beyond normal non-emergency powers.

The City received a Vaccination Site Agreement (Covid-19) for an Open Point of Administration and a Vaccination Site Agreement (COVID-19) for a Closed Point of Administration from the Sarasota County Health Department. The execution of these agreements would be required prior to the City being able to receive and administer any COVID-19 vaccinations from the State Department of Health through the Sarasota County Health Department.
