TITLE: Presentation of Special Recognition Plaques to City Staff from the Police, Fire, Neighborhood Development Services, Human Resources and Public Works Departments for Their Heroic Life Saving Efforts to a City Employee.


Recommended Action

Presentation of special recognition plaques.

Background Information

On August 31, 2021, Harry "J.R." Barnhard, Infrastructure Plans Examiner/Inspector, was discussing a permit with his co-workers when he collapsed and began to experience a medical event.

Mr. Kevin Raducci, Code Enforcement Manager, promptly performed Cardiopulmonary Resuscitation while Mike Vork, Infrastructure Inspector Supervisor and David Satti, Plans Examiner/Inspector assisted him. Within a short time, Police Officers and Paramedics arrived at the Neighborhood Development Services Department. The Paramedics examined Mr. Barnhard and immediately utilized the Automated External Defibrillator to perform life-saving efforts on Mr. Barnhard. The Police Officers and Paramedics worked in tandem to provide emergency medical treatment to Mr. Barnhard; obtain information from Mr. Barnhard's co-workers about the incident and prepare Mr. Barnhard for transport to the hospital.

Mrs. Sandy Knowles, Risk and Benefits Manager was also instrumental in providing Mr. Barnhard's personal information to the Police Officers and Paramedics. In addition, after Mr. Barnhard was transported to the hospital, Mrs. Knowles worked tirelessly with Police Officers and independently to contact Mr. Barnhard's family members concerning the incident.

Because of the heroic life-saving efforts of the following City staff, Mr. Barnhard has fully recovered and is performing his job duties and responsibilities:
