TITLE: Discussion and Possible Action Regarding the Historic and Cultural Advisory Board, Public Utilities Advisory Board, Zoning Board of Appeals, and Citizen Tax Oversight Committee Memberships, Board Composition, and Organization and Procedures.
Recommended Action
1. To direct the City Clerk to draft an Ordinance to suspend the Historic Cultural Advisory Board.
2. To direct the City Clerk to draft an Ordinance to disband the Public Utility Advisory Board.
3. To direct the City Clerk to draft an Ordinance to transition the Zoning Board of Appeals to the Zoning Hearing Officer.
4. To direct the City Clerk to draft a Resolution amending the Citizen Tax Oversight Committee to state "A majority of the appointed regular members of the Committee shall constitute a quorum."
Background Information
Currently, the Historic and Cultural Advisory Board has two members. One member will have met their term limit September 2022, leaving the Board with one active member who will be meeting their term limit in October 2022. During Commission discussion at the September 6, 2022, workshop, there was a desire to suspend this board versus disbanding.
Currently, the Public Utilities Advisory Board has one member. This Board had four board members resign in 2021 and two board members that did not apply for a second term in 2021. The Board has not met since October 2021. After discussion with the Utilities Director, it is recommended to disband the Utilities Advisory Board.
Currently, the Zoning Board of Appeals has four members. This Board is required to have four board members present to have a quorum. There have been frequent meeting cancellations due to lack of a quorum. After discussion with the Planning and Zoning Manager, it is recommended to transition this Board to the Zoning Hearing Officer.
