Recommended Action

Approve acceptance of grant, if awarded, from the Florida Department of Environmental Protection Water Quality Grant Program in an amount of $300,000 and authorize the City Manager to sign grant documents upon satisfactory legal review.

Background Information

The Utilities Department is seeking alternative sources of funding for projects that eliminate inflow and infiltration of vitrified clay sanitary sewer lines. On July 27, 2020, the Florida Department of Environmental Protection (DEP) began accepting water quality improvement project proposals, including those for wastewater system improvements.

Staff prepared a proposal to repair sanitary sewer lines and manholes in the Agress Avenue and Chesebro Avenue neighborhoods. Repairs would be completed by lining and will add 30 year to the life of the sewer system. The project will reduce infiltration, reduce potential sewer overflows, protect water supplies and provide efficiencies at the wastewater treatment plant. The total cost of the project is $600,000 and $300,000 was requested in the grant application. The grant program requires a match of $300,000.

The application deadline was August 28, 2020. The application was submitted on August 21, 2020. If awarded, grant funds will be available early 2021. The City Attorney will review the contract for legal form.

If awarded, the city will provide a match of $300,000 from fiscal year 2021 budget account number 420-6063-536.63-00. If the grant is not awarded, Utilities will proceed with a reduced scope project within the $300,000 budget.
