Recommended Action
Discussion and possible action regarding amending the City Charter to remove language requiring City Commission approval of all contracts, and establishing contract approval criteria by Ordinance.
Background Information
According to Section 9.05. - Powers and duties, item (l) of the City Charter, the City Manager has the power to “Sign all contracts, agreements and applications for the City after such has been approved by the City Commission at a regular or special City Commission meeting.” The Charter language as written contains no provision where in the City Manager may execute an agreement or contract for the City, thus every agreement or contract must be brought to the Commission for approval regardless of dollar amount, purpose, or simplicity.
Commissioner Langdon has requested that the Charter language be reviewed for amendment to remove the language requiring every approval and contract be approved by the City Commission and seeks a discussion to establish criteria which would allow for the City Manager to approve certain agreements or contracts and require City Commission approval on others.
