Recommended Action

Discussion and possible action regarding the Warm Mineral Springs Development Group, LLC Public Private Partnership (P3) detailed proposal related to the Warm Mineral Springs Park Master Plan Building Restorations/Improvements and future park development.

Background Information

The following provides a chronological order of events pertinent to the Public Private Partnership (P3) conceptual proposals related to the Warm Mineral Springs Park Master Plan Building Restorations/Improvements and future park development:

> September 12, 2022: During the City Commission Special Meeting, two unsolicited Public Private Partnership (P3) conceptual proposals related to the Warm Mineral Springs Park Master Plan Building Restorations/Improvements and future park development were presented for consideration. After discussion, the City Commission accepted the conceptual proposal submitted by Warm Mineral Springs Development Group, LLC for substantive review.

Pursuant to Section 2-420 (b) (6) of the Code of the City of North Port, Florida, (City Code), the City Manager conducted a preliminary assessment of the conceptual proposal and determined the following:

(a) The proposed project is a qualifying project.

(b) The proposed project delivery model offers advantages over traditional models.

(c) The proposed project is reasonably likely to satisfy the criteria established by the P3 statute.
