TITLE: Approve the Participation Agreement for the Overdose Detection Mapping Application Program (ODMAP).


Recommended Action

Approve the Participation Agreement for the Overdose Detection Mapping Application Program (ODMAP) and authorize the City Manager to sign the agreement and any future renewals with the same terms and conditions.

Background Information

ODMAP facilitates inter-agency cooperation through information-sharing by providing near real-time reporting of known and suspected overdose events. By linking first responders on scene to real-time mapping capabilities, ODMAP provides overdose reporting data across jurisdictions to support the efforts of public safety and public health to mobilize a response to an overdose increase in a particular area.

Substance use disorder is a disease that has affected every region of the United States. Many parts of the nation have recently witnessed a dramatic increase in heroin and other opioids, and as a result, rates of fatal and non-fatal opioid overdoses have exponentially increased to crisis levels. This program is designed to track both fatal and non-fatal overdoses which will alert public safety of any spikes that may occur. As before we didn't have a clear picture, mainly due to jurisdictional boundaries. This will allow public safety and social services to better respond to these issues.

There is no cost to the City of North Port to use ODMAP. Furthermore, participation in this program makes the department eligible for grants related to supplying and utilization of Narcan which the Department has used several times and has saved patient's lives.

The Participation Agreement for the Overdose Detection Mapping Application Program (ODMAP) is legally correct as to form.
