Recommended Action
Option 1: Approve and authorize the City Manager to execute Contract No. 20263094 Post-Disaster Staging Area Agreement Atwater Community Park with Florida Power & Light Company (FPL).

Option 1: Approve and authorize the City Manager to execute Contract No. 20263094 Post-Disaster Staging Area Agreement Atwater Community Park with Florida Power & Light Company (FPL).
Pros:
Provides needed space for FPL workers and equipment in North Port to restore infrastructure after a disaster.
Increase efficiency of power restoration to North Port critical facilities and residents.
FPL access is provided on a case-by-case basis and can be turned down at the City’s discretion.
FPL will return the property to the City in the same or better condition.
Cons:
The City will not be able to use this space during FPL occupancy.
There is the potential for a several-day delay in re-opening the park due to FPL’s removal of materials and remediation of the site.
Option 2: Deny approval of Contract No. 20263094 Post-Disaster Staging Area Agreement Atwater Community Park with Florida Power & Light Company (FPL).
Pros: This space will be available throughout disaster response and recovery for City use.
Cons:
Decrease in FPL assets staged in the City could delay infrastructure restoration post-disaster.
Potential for increased harm to people, property, and infrastructure due to a slower rate of power restoration.
Slowed economic recovery of the local community due to a potential slower power restoration timeline.
