Recommended Action

 

For discussion and possible action on changes to City Commission Agenda Briefings.

 

 

Background Information

 

On January 15, 2019, a retreat was held between the City Commission and City Administration. During this meeting, the facilitator recommended a change to make agenda briefings with the Commission more efficient. The recommendation was to hold a pre-agenda meeting with the City Commission and relevant city staff to answer their questions about agenda items. These meetings would be noticed and open to the public. 

One of the benefits is that Commissioners will be able to hear each other’s questions and answers from staff. On the other hand, if the regular meeting goes too smoothly, the public could perceive that decisions were made outside of the “sunshine.”

Attached is a presentation that includes process, more pros & cons, and comparison of other local governments who use the pre-agenda briefing model.
